A Better Fit: Remodelling the EU-Japan EPA after Brexit

The EU-Japan EPA is one trade agreement that will not be “rolled over” before Brexit – instead, the parties have agreed to use it as a basis for an “enhanced” bilateral agreement. This policy paper makes the case for this upgrade and highlights what both governments could seek to upgrade in the agreement.

Europe’s single-minded prioritisation of agriculture has resulted in a costly quid pro quo, resulting in fewer concessions in other sectors that are more salient to the United Kingdom.

The UK and Japan share significant interests in services, investment and digital trade liberalisation, which our paper suggest could be better prioritised in a new, upgraded agreement.
